Partner of Enlawyer Law Firm, Ikrom Saipov Participates in a Televised Discussion on the Establishment of the Tashkent International Financial Centre

Last week, Ikrom Saipov, Partner at Enlawyer Law Firm, was invited to participate in a televised expert discussion dedicated to the establishment of the Tashkent International Financial Centre (TIFC) and its potential role in the further development of Uzbekistan’s financial and investment landscape.

The central question of the discussion was: why does Uzbekistan need an international financial centre, and what opportunities could its establishment create for the country’s economy, investors and businesses?

Representatives of the relevant government authorities of the Republic of Uzbekistan also took part in the discussion. The participants addressed key issues relating to the concept of the TIFC, its envisaged role in attracting foreign investment, developing the financial market, and creating a modern legal and institutional infrastructure for international business.

Particular attention was given to the importance of a predictable and competitive legal environment for international investors and financial institutions. The establishment of an international financial centre could become an important element in Uzbekistan’s further integration into global financial markets and support the development of new financial instruments, international financing, investment transactions and cross-border projects.

The development of the TIFC’s legal and regulatory architecture is of particular importance. International experience demonstrates that the competitiveness of financial centres of this kind depends not only on tax or administrative incentives, but also on the quality of regulation, the effectiveness of dispute resolution mechanisms, investor protection, transparency of the rules governing business activity, and the confidence of the international financial community.

For Uzbekistan, the establishment of the TIFC could represent another important stage in reforms aimed at enhancing the country’s investment attractiveness, developing its capital markets and financial services sector, and creating additional opportunities for international banks, investment funds, financial institutions and technology companies.

Enlawyer’s participation in such expert discussions forms part of our broader work on the development of Uzbekistan’s investment and financial legal framework. The firm continues to engage actively in professional dialogue with businesses, investors and public institutions on improving the legal environment and further strengthening the country’s investment potential.
