Professional Profile
Mukhriddin Khalikov is a lawyer.
He has considerable experience in providing legal support for corporate projects and public-private partnerships.
Mukhriddin gained his main professional experience while working at the Agency for the Development of Public-Private Partnerships under the Ministry of Finance of the Republic of Uzbekistan, where he was involved in legal analysis and the development of draft regulatory acts and investment agreements, including public-private partnership (hereinafter referred to as PPP) projects.
Previously, Mukhriddin worked at a leading law firm, where he advised domestic and international clients on corporate and commercial issues and provided support for corporate transactions. To this day, Mukhriddin is engaged in research activities at Tashkent State Law University.

Key Experience
- Legal support for the PPP project to create, implement and ensure the functioning of the automated information system ‘Kundalik’
- Development of draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 26 April 2020 No. 259 ‘On improving the procedure for implementing public-private partnership projects’.
- Advising the PPP Agency under the Ministry of Finance of the Republic of Uzbekistan on the project for the management of the Tashkent heat supply system between the French company Veolia and the State of Uzbekistan.
