Shavkat Abrarov is a Partner of the Public–Private Partnership (PPP), Energy and Investments practice.
Shavkat specializes in legal consulting on investment projects implemented within the framework of public-private partnerships, financed by foreign investors and banks.
Shavkat also has extensive experience in legal support of construction projects, covering all stages of project implementation — from design to commissioning. His expertise includes documentation review, obtaining permits, land allocation, drafting and reviewing contracts, and representing clients before courts and government authorities. Previuosly he has held senior legal positions, including Chief Legal Counsel at Uzpromstroybank JSC, at JV LLC “Asia Trans Gas” for the implementation of the Uzbekistan–China gas pipeline construction project, Chief Legal Counsel of the Project Office for the “Yoshlik-1 Deposit Development” investment project at Almalyk Mining and Metallurgical Combine (AMMC), and Regional Legal Counsel at Universal Energy for the Peak Wind Alpha/Beta wind power plant project with a total capacity of 500 MW (Uzbekistan). He also acted as an external legal consultant for the 100 MW solar power plant construction project in Gobustan, Azerbaijan.

Key Experience
- Advising a major investor on behalf of the China National Petroleum Corporation (CNPC) and the project company established in the Republic of Uzbekistan, JV LLC “ASIA TRANS GAS”, with a total investment of USD 4 billion, implemented under the Agreement between the Government of the Republic of Uzbekistan and the Government of the People’s Republic of China “On the Principles of Construction and Operation of the Uzbekistan–China Gas Pipeline” dated 30 April 2007
- Advising a major company, Universal Energy, in connection with the investment project “Construction of a 250 MW wind power plant and overhead transmission lines in the Samarkand and Jizzakh regions,” implemented under Presidential Resolutions No. 168 and 169 dated May 7, 2024, with a total investment amount of USD 500 million
- Advising and providing legal support to Almalyk Mining and Metallurgical Combine JSC with a total investment of USD 4,8 billion in connection with the investment project “Development of the Yoshlik I Deposit and Construction of Copper Concentration Plant No. 3”, implemented pursuant to Presidential Resolution No. PP-2807 “On Measures to Expand the Production Capacity of Almalyk MMC Based on the Yoshlik Deposit”
- Advising and representing the interests of JV LLC “ASIA TRANS GAS” on matters related to the analysis, development, and optimization of insurance programs, including assistance in policy selection and dispute resolution with insurance companies, risk assessment, and joint development of tailored insurance terms, drafting insurance contracts for construction and installation risks, civil liability, and operational insurance, cooperation with reinsurance brokers, and advising on reinsurance arrangements with Munich Re within the framework of the Uzbekistan–China gas pipeline construction project.
